I'd like to see the formulas for this. My guess is that sites like USHandicap, TheGrint, etc.. will only facilitate the posting of scores and a governing body will maintain the golfer's record, attestation, and other stats.

My guess is that it wouldn't be weather specifically because you'd need to receive aggregate localized weather feeds for every small area where there is a course - not feasible.

In theory it would work something like this based on some assumptions:
* Assumption : after 2020, more players will maintain handicaps if the system is easier and makes sense (it should, but we'll see).
* Assumption : 30% of players for that day maintain a handicap and post to the system
* Assumption : course and weather conditions were similar for all players that day.

If 100 players go through the course that day, and 40 of them post a score, of the 40 that posted a score, more players were notably higher than their expected handicap adjusted score, then a 'course conditions and weather' adjustment would be made based on that anomaly.

This is all a guess, but it sounds like they are trying to use player data for that day to account for changing course conditions - be it weather, wind, punched greens, etc..

I'm most interested to see how they implement the non-attested rounds as they will not be accepted. The great majority of golfers do not get their scores attested.

Not everyone is going to be happy with that. Even at USHandicap, you can plug in an email address of someone who you played with even if they don't have a handicap anywhere, and they can 'attest' the round via email.

As stupid as I think it is, rules state that rounds played alone are ineligible for handicap purposes. I can - according to the rules - take my daughter, wife, friend, whoever - even if they know nothing about golf, and at the end of the round, send them an email to attest the round and it counts.

I'd like to see the ability to "post" a round played alone and flag it as 'non-eligible' so that I can log or keep up with rounds I play by myself.

If it's not easy to use (attest), no one will do it.
