How do you shoot consistent low 90's and been giving a 15.9 handicap ?????????????

Depends on the difficulty of the courses played. Your handicap is based on your 10 best differentials in the last 20 rounds. If you play an easy rated course and shoot high then your differential will be higher because you are expected to play better on an easier course. Play a difficult course and shoot low and you'll see a lower differential. This question has been answered in one form or another at least a dozen times this year.

Your avg differential is 16.58. The handicap should be slighty lower than the avg, and it is.

You shot a few pretty good rounds back in April. Those will lower your index for a while. Remember the handicap is not an average, it's the average of your best scores. Any high numbers you shoot pretty much get tossed. The courses you are playing have respectable slope/ratings, your current handicap looks about right.
