As of the last revision date (4/24), my handicap index is a 17.6. This week I played a round from tees with a 128 slope. My calculated course handicap was a 20 which stipulates that the max I can take on a hole is an 8. Not having a good round, I had a 9 and three 8s on my card. When I entered the score hole by hole, Stracka posted a 101 gross and a 97 ESC score when it should have been a 100 ESC (only the single 9 should have been reduced to an 8). Thinking that the ESC reduction was based on a trend handicap computed from my recent scoring record instead of the handicap index at the last revision date, I computed my trend handicap since the last revision and it is a 16.5 which relates to a course handicap of 19 with a same slope of 128. This appears to be why the 3 8s were reduced to 7s. Please check that Stracka is computing ESC scores based on a course handicap computed from the handicap index at the last revision date and not a trend handicap.

I think you are confusing a player's handicap index with a course handicap computed from the player's handicap index and the slope from the tees being played for the round in question.

According to the USGA Handicap Manual:http://www.usga.org/playing/ha..

"ESC is used when a player's actual or most likely score exceeds a maximum number, based on the table below, for the player's Course Handicap from the tees played. (For nine-hole Equitable Stroke Control table, See Section 10-5c.)"

The cutoffs you list are correct but they apply to the course handicap for the tees being played for that particular round and not for the player's handicap index.
