Applying the handicap

I don't understand how the handicap should be applied. My buddy has a 17 and I'm a high handicapper at 31. It would seem logical to me that he should give me 14 strokes so I should get a strike on the 14 hardest holes. But he says that he gets a stroke on the first 17 (and i would get two compared to him) then I get strokes on the 18th and the next 13 toughest holes. This means I get a stroke on the easiest hole on the course. Can someone explain this to me. Thanks.

the way I do it, is put my USGA hadcp and the course slope in to the course hdcp calculator. That gives me the course hadcp which I deduct from my actual overall score and that is what my net score on that course is for the day. I could be wrong also, so it will be interesting to see what everyone else thinks

Here is a calculator for converting the USGA index to a course handicap. http://www.usga.org/playing/ha..
Then, apply your course handicap index and compare to your friend's.

I agree that you should get your course handicap using a course handicap calculator. Depending on the course you play, it could mean a stroke difference over using only your handicap.

For stroke allocation, such as for wagering, the player with the lowest course handicap is the base, and receives no strokes. The other players, the higher handicapped players receive the number of strokes determined by their course handicap minus the base player's course handicap.

Using your example, if your course handicap is 31, and the other player is 17, you would receive 14 strokes, on the holes with 1 to 14 handicap. That will be 7 strokes on the front, and 7 on the back. No strokes for the 4 easiest holes, handicapped 15 - 18.
