Over the past few years I have spent a lot of time working on specific situational shots. It has really dropped my scores.  I have gone from a 10 to a 5 handicap.  Yesterday I finally hit a great 3/4 PW from 100 yards to 1 foot (into about a 10 mph wind).  Its a shot I have been working on for 6-9 months now.  Being able to hit a lower shot is really important when dealing with wind. 

The point is it took a lot of practice before I could put that shot into play during a round.  I think a lot of people try to work on 1/2, 3/4 wedge shots, but they don't have good results when they first try during a round, so they think "this doesn't work for me."  It will work for you. You just have to keep working on it, and learn general distances with 1/4, 1/2, 3/4, full shots with all your wedges.  I have focused mainly on my SW so far, and just honing distances on that one club with success helped me shoot my first under par round last year!  Start out doing this with the Wedge you are most comfortable with, and go from there.  I guarantee this will help your game.
