What is the rule on the dilemma illustrated in the picture at this link:

The man that is out should play his ball first and the other should mark his ball then lift. When it is his shot he should replace his ball in as close to the same spot and lie as possible and play on.

Also, it is the only time when you have "ball in hand" that you cannot clean your ball.

Rule 22-2 applies in this situation. It states that if a player believes another ball might interfere with his or her play, they may have it lifted. A ball lifted under this Rule must be replaced (and as pointed out is NOT to be cleaned).
Further, if the person who asked for the ball to be lifted altered the other player's lie with a divot hole, the player with the lifted ball is allowed to place his/her ball in the nearest most similar lie to the original that was not more than one club-length from the original location, no closer to the hole (Rule 20-3b). |

Great info....MEANWHILE, looks like on of the bags has more than 14 CLUBS! We normally wait until the end of the round, then we penalize that lover of the game of golf! lol, lol, lol
