World Handicap System (Playing Conditions Calculation)

I'm NOT SURE I'm buying this World Handicap System "Playing Conditions Calculation" (PCC). The idea was to level the impact of Mother Nature, tough course setups, high rough, or hole locations that can have a significant affect on a score. Thru a little research it appears there must be at least eight scores submitted (on that course) on the day of play for the adjustment to be made. My last 2 rounds have been played in 25-30 mph winds, so I was interested in seeing the (PCC) results. Nothing? Typically, people that play in high winds or tough conditions won't post their scores, so the PCC kind of defeats the purpose. Has anyone had or seen a PCC adjustment made to a round? Or am I the only one that thinks this is a wasted calculation?

I think it's a wasted calculation. The majority of golfers don't keep a handicap. So the only time I can see the adjustment coming into play is when you play in a tournament and the other players have handicaps as well. For the typical weekend golfer I don't see it coming into play.

I'd be willing to bet that at least 75% don't carry an official handicap.

I think need to give the new handicapping system a chance (not like we have a choice anyways) Even if you do get your score altered because of adverse weather it's on minus- or plus+ 1 to 4 strokes and I am guessing it has to be very adverse for them to change your score, I mean if you live on the coast of Scotland they'd have to adjust your score every other day
