8/26/2013 10:06:50 AM So I need to make some friends and play some round according to the bylaws of the club. HaHaHa... I'm such a rule breaker... :-) Playing OGA tomorrow, but would like to find someone who can play Thursday or Friday early morning. Don't really care where. 7/22/2011 7:40:38 PM Played Tetherow in Bend. I have heard horror stories about this course, but I really enjoyed. Forecaddie is a huge help when playing the first time. Huge undulated greens. True links course in the high desert. |

I corresponded a bit with the Director of Marketing at the OGA and below is what he said. Any feedback/comments would be much appreciated. First, the USGA does not have a review process for individual golfers and their scores. That is the responsibility of the club and your peers. We often find that Type-3 Clubs are not in compliance. For instance, there was a local Type-3 club run by a retailer that did not have a Handicap Committee, did not have regularly scheduled events for the membership to play in, and did not have a member of the club that was certified. The person indicated as the Handicap Chair and certified as required by the licensing agreement actually lived and worked at the retailers headquarters in another state. So the club, was not in compliance based on several different rules. The rules of the USGA Handicap System allow a tournament committee to make adjustments to anyone, and sometimes that is based on experience with the particular player historically in their events. I know there have been numerous local member-guest events where guests (who were members of other OGA Member Clubs), were not allowed to play at their full course handicap...simply because of past experience. We had a guy from North Carolina playing an OGA Tour event last year that we only gave 80% of his handicap because we discovered his club was not in full compliance with the terms of their licensing agreement. Both are allowed by the rules. The person indicated as the Handicap Chair and certified as required by the liceating/Slope Rating information in a timely manner. That results in the differential being incorrect. It is differentials that are used to compute an Index, and we have found discrepancies in several audits. For instance, we have found this to be true with the members of the EWGA who use only the free service provided by the national organization post their scores (Most EWGA members locally get their Handicap through the EWGA's OGA Member Club, but some just use the service which happens to be powered by Stracka). As it is the responsibility of the State/Regional Golf Associations to issue the Course/Slope Ratings, our systems always have the most up-to-date information giving greater assurance that the numbers used to compute a Handicap Index are accurate. Your past scores are not automatically transferrable, but we certainly suggest that you manually repost those scores, including the actual date played, when establishing your GHIN record. Can you clarify the part about the tournament committee's discretion? If it is a USGA licensed club then the USGA's review/approval process ensures it is conforming and that the handicap index is valid. You can verify the club's compliance status on USGA's website. I am just trying to understand if I can play in OGA events. I am not opposed to joining an OGA club but since I have already invested the time and money to join (and track scores) with this other club I want to at least finish this season.
